Please, I answer only to QSL DIRECT, with:

SVP, je réponds seulement aux QSL DIRECTES, avec :

".Although postal systems are not obliged to sell IRCs, it is mandatory for them to exchange the coupons. According to the UPU, if a postal system -- such as the USPS -- does not sell IRCs, it is possible to purchase them in a post office located in another country."

UPU - Member countries - http://www.upu.int/en/the-upu/member-countries.html
Any member country of the United Nations may become a member of the UPU.
Any non-member country of the United Nations may become a UPU member provided that its request is approved by at least two-thirds of the member countries of the UPU. The UPU has now 192 member countries.
Union expenses are financed jointly by the member countries, through a contribution class system. Upon admission to the Union, new member countries are free to choose one of ten contribution classes ranging from one to 50 units. An additional contribution class of one-half unit is reserved for the least developed countries.

HOW You Can Help Improve Ethical ConduCT - It is no secret that the on-the-air behavior of hams, especially in pileups, has gotten worse in the last few years. Unpleasant, uncivil, impolite behavior of our fellow hams reduces the enjoyment of our hobby CONTINUE
