We had an extremely heavy earthquake on March 11, 2011. The direct damages were very serious in the area that faced to the Pacific. On the shore side in Iwate, Miyagi and Fukushima prefecture, 20,000 people or more were swept away by the tsunami. The whole of some cities (people, houses, buildings) was carried away to the sea momentarily. The total number of victims is still uncertain because the basic resident registers were lost. One of the estimated heights ofthe tsunami was 23meters*. Huge numbers of victims are still under the wreckage and sea. The search is not going quickly because the area is very wide and damaged. The total number of victims may increase to 40 or 50 thousands. Another big problem is the accidents in the nuclear power station in Fukushima. It has serious stages of radiation leaks. A huge number of people lost their homes. About 200,000 refugees are going to simple shelters which were hurriedly set in public buildings. The lack of food, fuel and medicine afflicts them. In addition, they suffer by cold weather and snow.The hands of rescue are held out one after another. But it is not enough. JARL HQ has been taking very quick action to keep the emergency radio traffic. You can see the unbelievable scenes on http://www3.nhk.or.jp/news/jishin0311/ . My QTH Akita is located on the opposite side to the Pacific. So, none of my family had direct damage by the tsunami in spite of the very strong earthquake. Heavy aftershocks are still continuing now even though half a month passed. I check the radiation of atmosphere by GM-counter every day. But I have no abnormal count at all. My ham radio equipment has no damage, but I have been keeping QRT to save energy. We will overcome the disaster. I am alive. (upload: March 30, 2011)

Fortunately, in Akita, it is possible to return to a usual life. But, the economy is sluggish though the circulation of the commodity revived.
Especially, the decreases of those who come on the sightseeing greatly influence to our energies.

I have already retired from teaching 7 years ago. However, I got a request to be a temporary teacher at a high school. QSL policy: Basically, I wish to exchange QSLs VIA THE BUREAU. This is the best way.

But if you want to exchange QSL directly, please keep the basic manners as a truly courteous ham.

I can not understand the hams who insist "Direct Only with SASE or $s" in advanced countries in which they have well organized and managed bureau system. And award is not only the DXCC but there are many other awards in the world which need "PAPER QSLs". So, I think "LoTW only" or "e-QSL only" is not appropriate.
I think that every ham has an equal duty to issue QSL for his/her QSO. Ham radio operation is not only radio communication. It should include complete QSL-ing. Everything should be done by the self-responsibility. It is the most unreasonable to demand the print expense of the card. If QSL-ing is irresponsible, even if how facilities and operations are excellent, he cannot say that he manages it well. As for the card issue via the bureau, making an excuse is inapposite, saying that "I got a lot of card requests via the bureau." or "Bureau work is stagnated.", etc. To resolve this problem, it is very easy. To stop or to reduce QSO is the only way. I think all the responsibilitiesof QSO/QSL belong to myself. Even if it takes ten years to arrive, the QSL via the bureau is worthy than not issued card.

My staion:
1. I have two licensed stations with the same call sign JA7COI. We, in Japan, have a system of 'fixed station' and 'portable station'.

My fixed station is located in Senboku city(JCC #0415) which is a high power station. I usually operate this high power station in CONTEST. My portable station is usually located in Daisen city(JCC #0412) which is a low power station.

2. Senboku city is a new city which was started by merging of municipalities on 2005/Sept/20. Daisen city is a new city which was started by merging of municipalities on 2005/Mar/22. My fixed station was located in Omagari city(JCC #0408) before 2005/Mar/21.

The situation is complicated very much. So if you want to use my QSL for JCC award and are not sure to which you can count it, please ask me the details by e-mail.

3. QSL: Both "via the bureau" and "direct" are OK. For the postal QTH, both Daisen and Senboku are available. I display my QTH in Daisen on this webpage.

4. I am active on from 1.8MHz through 1200MHz, in all mode. Please call me. Thank you.
