V31RL activity for January and February 2013 as of 16 February, 2013:  The log has been queued for processing by ARRL LotW and thus should be available for confirmations in the coming week.  QSL cards have arrived and requests on hand will begin processing.  V31RL should be active again during the last three weeks in October, 2013.  All QSL card requests are via AD7AF, home call.  Domestic USA requests should include a S.A.S.E.  International requests should include a self-addressed envelope plus Green Stamps, IRC, or U.S. postage.  Bureau card replies will be via the bureau in batches every few months.
