I served as Secretary of the International Amateur Radio Union (IARU) from 2009 to 2016. The IARU is an organization of over 160 national amateur radio societies from around the world. I have also been very involved with Amateur Radio issues within the International Amateur Radio Union (IARU) Region 2 organization, and have held the position of Region 2 Secretary from 2001 to 2004 and President of IARU Region 2 from 2004 to 2007. I also served as a Director of IARU Region 2 from 1998 to 2001 and from 2007 to 2010. I have attended numerous IARU regional conferences and IARU Administrative Council meetings.  I currently serve on the IARU team as an Emergency Communications Special Advisor.  That position involves representing the IARU at International Telecommunications Union meetings of the Development Sector (ITU-D).  Emergency telecommunications issues are addressed in the ITU-D during the meetings of Study Group 2.


I am a former Section Manager for the Santa Clara Valley Section (1983-1986), and a former Pacific Division Director (1986-1990). I have held the position of ARRL Second Vice President, ARRL First Vice President, and then was President of the ARRL from 1995 to 2000. I served as ARRL Int'l Affairs Vice President from 2000 to 2010.


I have an Amateur Extra class license. I first obtained my Amateur Radio license in the mid-70s and held previous call signs WD6AKS and KB6ZV.


My interests in Amateur Radio extend to HF operation (mainly rag chewing) and VHF/UHF operation. I generally monitor the WinSystem, a connected system of over 80 repeaters located in the western USA and a few located outside the USA.


I am a retired Superior Court Judge from Santa Clara County, California. I have been on the bench since May, 1988 and spent 29 years hearing cases in the Criminal Division. I graduated from San Diego State University and University of Santa Clara, School of Law. Since retirement in 2009, I continue to work part-time as an assigned Judge in the Santa Clara Superior Court, Criminal Division.


In addition to amateur radio, I have embarked on a second career in photography. I currently sell my travel and landscape photography in a gallery in Moss Landing, CA and at various art fairs.  I have a website with some of my photography at the following URL:   www.flickr.com/rodstaffordphotography


My wife Pat is licensed as N1PAT.  My granddaughter Vickie is attending Northern Arizona University and her call is K6VIK.
