Allen County Office of Emergency Management Overview

The Allen County Emergency Management Agency (EMA) was established in accordance with the Ohio Revised Code (ORC 5502) in 1988 to serve as the countywide agency for the purpose of overseeing the planning, response, recovery and mitigation of any and all major disasters/emergencies that occur within the county.

The Allen County EMA serves all political subdivisions within the county including all townships, villages and municipalities.

In Allen County, the EMA also serves as the emergency coordination and public information arm of the Allen County Hazardous Materials Emergency Planning Committee and as a result has authority under ORC 3750 which are the state laws dealing with the storage, manufacture and transportation of hazardous materials.

The EMA has the responsibility for maintaining the county's Emergency Operation Center (EOC) located in the Justice Center, 333 North Main Street in Lima and for establishing secondary EOCs as needed. The agency is also charged with the establishment and updating of the county's Emergency Operations Plan. This plan is the county's formal outline of emergency response to all types of disasters/emergencies likely to occur here including flood, tornado, winter storms, drought, earthquake, hazardous materials releases, transportation crashes, civil disorder, terrorism, weapons of mass destruction, and radiological emergencies.

The agency is staffed by a fulltime director and administrative assistant. Six volunteer deputy directors and two volunteer public information officers round out the agency's staffing.

The W8AOH repeater is the official emergency repeater for Allen County Radio Amateur Civil Emergency Service (RACES).   The repeater system is owned by Allen County Office of Emergency Management, and is not affiliated with any club.

All amateurs are welcomed to use the repeater during not-emergencies.  

During emergencies, and official RACES Nets we request that only Allen County Ohio RACES members access the repeater.


Technical Specifications

The repeater operates on a frequency of 146.7450 mHz, with a power of 30 watts.  PL of 100.0 must be used.  The repeater also transmits PL of 100.0.

When testing the repeater, please transmit and ID "{your callsign} testing".   Un-IDed transmissions are illegal by FCC rules.  Transmissions are monitored at the Allen County E.O.C.

The repeater is located at the transmitter site of WLIO & WOHL, 1424 Rice Avenue, Lima OH 45805.  The repeater is a Vertex VXR7000 with a TXRX 6-cavity duplexer.  The antenna is a DB-224 at 250 feet with an omnoid pattern producing a slight null to the SSW.  Site Location: 40-44-51 N 84-7-54.5 W (NAD 27)Structure Registration Number 1014519.

The controller for the W8AOH repeater is a Link RLC-3.  The repeater is co-located with the KT8APR repeater, Lima Police, Lima City Fire Department, and the comunications systems of Lima Communications Corporation.  The site is battery backed up, and with a 200kw generator.

Changes and Updates to Repeater System

09 Dec 2009 - Controller changed from DSP404 to RLC3.  Time IDs inserted into rotation.
11 Dec 2009 - CTCSS tone 100.0 (PL-1Z).  Criteria of coordination per OARC.
11 Dec 2009 - Coverage tests performed to WNW, N and E in City of Lima.
13 Sep 2010 - Antenna moved to the north leg (11-degrees), and installed on 6' side arm.
